JOHOR BAHRU, 3 August 2026: The Vehicle Theft and Accident Reduction Council of Malaysia (VTAREC) organised a Facebook (FB) Live session titled “Bersama Menangani Kemalangan Jalan Raya & ISO39001 Ubah Peri Laku Pemandu” highlight how implementing structured safety standards like ISO 39001 can fundamentally transform driver behaviour, reduce traffic incidents and build a stronger culture of road safety across the country.
VTAREC’s General Manager, YBrs Puan Mas Tina Abdul Hamid, moderating the FB Live session with featured panellists, YDH DSP Tuan Noor Azman Mat Sani, Deputy Head of the Traffic Investigation and Enforcement Department (JSPT) at the Johor Police Headquarters (IPK Johor) and YBrs Encik Frankie Chia Jee Onn, President of Johor Transport and Logistics Operator’s Association (JoTran)
The session was moderated by YBrs Puan Mas Tina Abdul Hamid, General Manager of VTAREC. It featured two key speakers including YDH DSP Tuan Noor Azman Mat Sani, Deputy Head of the Traffic Investigation and Enforcement Department (JSPT) at the Johor Police Headquarters (IPK Johor) and YBrs Encik Frankie Chia Jee Onn, President of the Johor Transports and Logistics Operators’ Association (JoTran). Together, they discussed how organisational safety management systems can build accountability and encourage safer habits among both commercial operators and everyday drivers.
YDH DSP Tuan Noor Azman Mat Sani explaining how crucial it is to give full focus while driving on the road
From an enforcement perspective, YDH DSP Tuan Noor Azman Mat Sani highlighted four primary causes of road accidents: human behaviour, vehicle condition, weather and road infrastructure. He emphasised that reckless human actions remain the main contributor, citing common violations such as distracted driving with handphones, speeding beyond designated limits, running red lights, improper lane cutting and queue-jumping. These behaviours signal a persistent lack of seriousness among road users regarding road safety. Beyond driver negligence, failing to maintain critical safety components like brakes and indicators significantly heightens risk. These factors, when combined with adverse weather conditions that reduce visibility or compromised road infrastructure such as uneven surfaces and potholes, compound the probability of fatal crashes on the road.
YBrs Encik Frankie Chia Jee Onn elaborated on how ISO 39001 can assist drivers in enhancing road safety and reduce road fatalities
YBrs Encik Frankie Chia Jee Onn elaborated on how ISO 39001 serves as a vital tool for enhancing road safety and reducing fatalities. He explained that while numerous standards exist, ISO 39001 is specifically tailored for the transportation sector as a systematic road traffic safety management system. Operating as a preventative framework, it enables companies to proactively manage risk factors before accidents occur. This includes overseeing strict vehicle maintenance schedules, monitoring road speeds, and ensuring drivers are healthy and adequately rested to carry out their duties safely.
YBrs Puan Mas Tina Abdul Hamid highlighted on the importance of prevention of road accidents. She explained that while commercial trucks and large vehicles account for a smaller percentage of total road collisions, the resulting impact of these crashes is disproportionately severe. Consequently, when heavy vehicle accidents do occur, they carry a significantly higher risk of causing catastrophic damage, serious injuries and fatalities.

Elaborating on the human-centric approach of ISO 39001, YBrs Encik Frankie Chia Jee Onn emphasised that drivers are valuable human capital and vital assets to any organisation. Pointing out that human lives are irreplaceable, unlike damaged heavy vehicles, he stressed the importance of comprehensive road safety training and pre-operation protocols, such as mandatory vehicle inspection checklists to verify tire condition and essential components before hitting the road. He concluded that all transport operators should adopt ISO 39001, as its preventive ecosystem seamlessly aligns with APAD safety requirements to foster a standard of operational safety across the industry.
YBrs Encik Frankie Chia Jee Onn and YDH DSP Tuan Noor Azman Mat Sani exchanging views during the 30-minute FB Live session while responding to question posed by YBrs Puan Mas Tina as the moderator
Several questions were also raised by members of the public during the Facebook Live session. One viewer asked what is one thing that road users can do to prevent road fatalities. In response, YDH DSP Tuan Noor Azman Mat Sani explained that human behaviour is the main cause of road accidents. He emphasised that we have to change our mindset to drive safer as it will impact our family if we are involved in an accident. While enforcement actions and public awareness campaigns provide critical support, he stressed that personal accountability is ultimately the most decisive factor in preventing accidents.
Another viewer asked about what is the one human behaviour that can be change to avoid road accidents. In response, YDH DSP Tuan Noor Azman Mat Sani advocated for cultivating a mindset of strict compliance with traffic regulations, noting that existing laws are designed specifically to protect all road users. He added that instilling these values in the younger generation is essential to developing a culture of safety among future drivers.
In response to a question about the role of ISO39001 for companies with collision-free records, YBrs Encik Frankie Chia Jee Onn emphasised its fundamental role as a proactive and preventative framework. He explained that as an internationally recognised standard, ISO 39001 provides a holistic ecosystem that extends beyond post-accident response to cover comprehensive operational management, including strict monthly maintenance schedules and vehicle health checks. Ultimately, adopting this all-around safety standard safeguards a company’s reputation, enhances its commercial positioning and facilitates smoother trade operations.
YBrs Encik Frankie Chia Jee Onn, YDH DSP Tuan Noor Azman and YBrs Puan Mas Tina Abdul Hamid reading and discussing questions from the Facebook audience
When asked to share a single piece of advice for drivers before starting their engines, YDH DSP Tuan Noor Azman emphasised keeping loved ones at the forefront of their minds. He noted that remembering one’s family and loved ones serves as a powerful personal reminder, encouraging drivers to think twice before engaging in reckless behaviour and fostering safer driving habits.
Concluding the session, the discussion turned to whether it is easier to change organisational systems or human behaviour. YBrs Encik Frankie Chia Jee Onn explained that implementing a structured safety system yields more immediate and beneficial results for companies. While modifying individual human behaviour is a long-term endeavour, establishing an operational system provides a swift, comprehensive ecosystem that enforces preventive safety measures right away.
The session ended with YBrs Puan Mas Tina Abdul Hamid expressing her appreciation to YBrs Encik Frankie Chia Jee Onn, YDH DSP Tuan Noor Azman for taking the time to participate in the discussion and share their valuable insights in increasing public awareness on this important issue. She also expressed hope that continued education and responsible driving behaviour would contribute to a reduction in road accidents through these collective efforts.
