KUALA LUMPUR, 13 May 2026: Vehicle Theft and Accident Reduction Council of Malaysia (VTAREC), together with Jabatan Pengangkutan Jalan Malaysia (JPJ) as co-organiser, successfully organised a Briefing on the Return of Total Loss Registration Cards (RC) / Vehicle Ownership Certificates (VOC) to JPJ.

The strategic initiative aimed to strengthen efforts in managing the risks of vehicle theft and road traffic accidents in Malaysia.

In her opening speech, the General Manager of VTAREC, YBrs Puan Mas Tina Abdul Hamid, highlighted that this strategic initiative would help curb vehicle theft crimes and the circulation of cloned vehicles, while ensuring that only safe and legitimate vehicles remain on the road for public safety. She extended her appreciation to all participants for gracing the important event.

YBhg Dato’ Ooi Win Juat, Director of Vehicle Theft and Accident Reduction Council of Malaysia (VTAREC), delivering his opening speech highlighting the importance of continued stakeholder collaboration in curbing vehicle theft and aligning the nationwide implementation of the Registration Card (RC) / Vehicle Ownership Certificate (VOC) return process

The Official Opening Ceremony of the event was officiated by YBhg Dato’ Ooi Win Juat, Director of VTAREC. In his speech, he noted that although vehicle theft cases in Malaysia have significantly decreased due to various strategic initiatives implemented over the years, all stakeholders must continue to remain vigilant and proactive in further reducing vehicle theft cases. According to him, “The collaboration between VTAREC and JPJ in collecting and disposing of Total Loss Registration Cards is an excellent example of co-operation among key stakeholders in curbing vehicle theft and enhancing the wellbeing of the people of Malaysia.” He further commended JPJ’s initiative to empower state-level JPJ offices to receive Total Loss Registration Cards, describing it as an effective approach in advancing the implementation of this initiative nationwide.

He provided a comprehensive overview of the timeline and procedures involved in handling ATL and BER cases, including the process of determining vehicle status. The session offered participants a clearer and more practical understanding of the guidelines, contributing towards greater transparency, efficiency and consistency in managing damaged vehicles and related claims.

Representing ISM Insurance Services Malaysia Berhad (ISM), YBrs Mr Eric Choo Chun Aun delivered an informative presentation titled “Bagaimana Proses dari ISM Kepada JPJ Setelah ITO’s Memaklumkan Kes Total Loss”. He shared an overview of the Standard Operating Procedure (SOP) and reporting process from the ISM system to JPJ for both Actual Total Loss and Beyond Economic Repair vehicles following notifications by Insurance/Takaful Operators (ITOs). The session provided participants with greater clarity and understanding of the procedures involved, while the frequently asked questions (FAQs) segment addressed common concerns among road users and offered clearer insights to insurance industry representatives.

The session continued with an impactful presentation titled “Pembentangan Kemas Kini dan Jumlah RC/VOC yang Telah Disenaraikan oleh ITO’s” by YBrs Puan Mas Tina Abdul Hamid, General Manager of VTAREC. She presented comprehensive and data-driven statistics on vehicle theft records for 2024 and 2025, which reflected a significant decline in cases. However, she emphasised that the downward trend should not lead to complacency, as criminals would continuously seek opportunities to exploit weaknesses. YBrs Puan Mas Tina also showcased several news reports involving stolen and accident-damaged vehicles declared as total loss, highlighting the potential dangers posed by such vehicles if proper procedures are not followed.

The final and highly anticipated presentation was delivered by YBrs Puan Nurizadatul Azlina Abdullah from the Jabatan Pengangkutan Jalan Malaysia (JPJ), titled “Taklimat Carta Alir serta Dokumen Terlibat oleh Pihak ITO’s kepada Ketua Rekod JPJ Negeri”. Through a clear and informative flowchart presentation, she outlined the application process for the return and disposal of the Vehicle Ownership Certificate (VOC) / Registration Certificate (RC) for Actual Total Loss vehicles by insurance companies to JPJ. YBrs Puan Nurizadatul also elaborated on the key documents and procedural requirements involved, including disposal notification documents submitted from state JPJ offices to JPJ Headquarters. The session provided participants with a clearer understanding of the end-to-end process, further strengthening coordination and procedural compliance among industry stakeholders.

In his closing speech, he highlighted that effective co-operation between public and enforcement agencies creates a positive win-win situation within the vehicle ecosystem. The symbiotic relationship among all relevant entities enables enforcement agencies to strengthen governance, enhance enforcement effectiveness and ensure greater transparency and efficiency within the automotive and insurance ecosystem.
